About Us:

Currently, the Division of Employment and Training Contract Unit has over 50 contracts statewide with a variety of agencies and organizations to ensure Employment and Training services are provided to those in need. Our current funding sources in which we use to fund agencies are Workforce Investment Act of 1998 (WIA), Blue Collar Job Development Act (Adult BC), and Temporary Assistance for Needy Families(TANF). Furthermore, the Contract Unit helps monitor the Delaware Department of Labor, Division of Employment and Training One Stop offices. Each One Stop location offers a variety of services that can be broken out into Labor Exchange Services and Training Unit Services.

State Summer Youth Employment Program(Top)

The Delaware State Summer Youth Program provides summer employment experiences for youth ages 14 - 20. All projects employing youth are designed for a four to ten week period between June and September. All employment experiences provide youth a meaningful and productive work experience while gaining exposure to the working world and its requirements.

To apply for the upcoming 2012 Summer Youth Program youth must contact the assigned Summer Youth Provider within your area. All youth must be determined eligible to participate through the program provider. Therefore, specific documentation is necessary and must be supplied directly to the provider.

There is no information to report at this time for the 2012 Summer Youth Program. All interested providers should continue to check this site daily for The Request for Proposal (RFP) and Orientation date.

For all interested youth and parents who are interested, please continue to check this site as well for any updates as to who these providers will be, and where you fill out the application. Please Note: The Department of Labor does not provide Summer Youth Applications; these can only be filled out at the Summer Youth provider site location once the providers have been named.

Workforce Investment Act (WIA)(Top)

Through the Delaware Workforce Investment Board (DWIB), Federal WIA funds are contracted to agencies to operate in and out of school youth programs. The purpose of youth programs funded under WIA is to prepare youth facing serious barriers to employment for participation in the labor force by providing training and other services that will result in increased employment and earnings, increased educational and occupational skills credentials, and decreased welfare dependency, thereby improving the quality of the workforce and enhancing its productivity and competitiveness.

Blue Collar Job Development Act (Adult BC)(Top)

Through the Delaware Workforce Investment Board (DWIB), State BC funds are contracted to agencies to operate workforce training programs and in and out of school youth programs. The purpose of programs funded under the Blue Collar Jobs Development Act is to provide services to Dislocated Workers, to provide school to work transition sites, and to provide other innovative training programs.

Temporary Assistance for Needy Families (TANF)(Top)

Delaware's TANF Team is a partnership between the Department of Health and Social Services, Division of Social Services, the Department of Labor, Division of Employment and Training, the Economic Development Office, Workforce Development, and the Department of Transportation, Delaware Transit Corporation. TANF funds are contracted to agencies to fund two programs:

  1. Employment Connection services help TANF recipients obtain and maintain full time unsubsidized employment or participate in a combination of work activities in order to receive their cash Grant.
  2. Keep a Job services to provide employment retention assistance to participants who have obtained unsubsidized employment that results in maintaining employment and achieving long term economic independence, including income growth.
