About Contracted Services:
The Division of Employment and Training is responsible for the operation of Delaware's 4 American Job Centers (AJC). For more information the AJCs, visit our about page. In addition to the operation of the AJCs, the Division of Employment and Training Contract Unit has over 50 contracts statewide with a variety of agencies and organizations to ensure Employment and Training services are provided to those in need. Our current funding sources in which we use to fund agencies are Workforce Investment Act of 1998 (WIA), Blue Collar Job Development Act (Adult BC), and Temporary Assistance for Needy Families(TANF). Furthermore, the Contract Unit helps monitor the AJCs.
The Delaware State Summer Youth Program provides summer employment experiences for youth ages 14 - 20. All projects employing youth are designed for a four to ten week period between June and September. All employment experiences provide youth a meaningful and productive work experience while gaining exposure to the working world and its requirements.
To apply for the upcoming 2015 Summer Youth Program, youth must contact the assigned Summer Youth Provider/Agency within your County. All youth must be determined eligible to participate through each Agency/ Provider, therefore, specific documentation such as the summer youth application will be provided by each Agency/Provider (Not the Department of Labor).
For a complete provider contact list and phone numbers: Provider List (Not Available)
If selected for employment, all youth will fill out the Summer Youth Application, Work Permit; provide a Social Security Card, Birth Certificate and Proof of Parents Income. This will be administered by each provider in your county.
You may contact the Department of Labor at 302-761-8166 with any more questions you may have regarding this program.

Through the Delaware Workforce Investment Board (DWIB), Federal WIA funds are contracted to agencies to operate in and out of school youth programs. The purpose of youth programs funded under WIA is to prepare youth facing serious barriers to employment for participation in the labor force by providing training and other services that will result in increased employment and earnings, increased educational and occupational skills credentials, and decreased welfare dependency, thereby improving the quality of the workforce and enhancing its productivity and competitiveness.
